Assuming the surveyor is RICS, then they will be liable to the client for any negligence in the conduct of a HB survey. You can't just state that the surveyor carries no liability at all if the survey is a HB one. This is misleading to people who read these forums.
I know that you then went on to say that there might be some caveats - which I accept - but that is not the same as saying the survey is worthless.
A structural engineer would still have caveats about things they were physically unable to inspect, or things outside their expertise e.g. electrics.0 -

Based on the report from which, doesn't pose a rosy picture. It even has quotes from surveyors making the point that they include lots of caveats to limit their liability.
Also from my own experience in the past, I haven't had a single home buyers report that would bind a surveyor if structural defects came to light. All of them have had caveats that because they don't reveal anything they aren't liable for structural defects or they recommended further inspections.0
