    It can take a lot less than 18 months to build a new supermarket. A new Aldi has opened near me. On the site previously were a decrepit old Kwik Save store, empty for about ten years, a row of shops, a pot holed car park, and a car wash place that used to be a petrol station back in the 1980s. It took about six months to clear the whole site, including removing underground petrol tanks, and build a completely new supermarket. This time also included delays because there were bats in the old Kwik Save, and there are specific regulations to follow regarding their removal. I believe that the bats caused a delay of about two months.

    Now, the site is completely transformed. Instead of being a sorry mess, it is a decent looking building with a good, pot hole free car park :) and landscaping. Aldi opened last month.

    Having said that, there was a consultation by Asda last year. They were the original buyers of the site, but did not go ahead with building. Instead, Aldi took over the site earlier this year and built their supermarket. I assume that the public consultation was taken into account, and all planning permission etc had been granted.

    If the new supermarket in the OP is due to be built within a four month period, this sounds on a par with my local Aldi. I would assume all planning details have been sorted and obtained, and it is just the physical work to be carried out.
