I had an almost identical issue, previous tenant had racked up gigantic gas bills and made a conscious decision not to pay them, culminating in a pre-payment meter being installed.

What I did was this :

    1. Keep all copies of your Quantum meter receipts that you'll get when you top up. You may need to use the previous tenant's card for a few days.
    2. Email and / or write to the supplier with copies of the tenancy agreement showing clearly when you moved in. Provide copies of the receipts too although they should be able to tell when and what was topped up.
    3. Ask to be registered as a new customer and for all money you have paid on the previous person's debt to be refunded.

I went through this process and although it took about a month, I got my own gas card, and all the money I paid on bill dodger's debt repaid in full. It was a hassle and I had to chase multiple times, but it worked.

This was with Utility Warehouse and although I think tectonic plates move more quickly, they DID to their credit ultimately resolve it to my satisfaction.

This is the second post this month where an OP has asked for advice - See Samfis post 2/12/2013 - because as a new tenant, Brit Gas have demanded that thay pay off old debt left by a previous occupier.

Hopefully this is just the lunatic utterings of someone fresh to BG's Customer Service Desk, but with n'power making up their own version of what a year consists of, Scot Power operating on a unique interpretation of the date a Switch a takes place and SSE lying for years as to the parameters they imposed on their door-step Sales Force, this BG ploy has the distict smell of aged fish and Senior Management
