Newbie - Help Please Peel Centre parking last May and Liverpool Airport Access Roads!

                    Hi All, really need some help and advice as think ive messed up here. I got a parking fine from excel for parking in Peel Centre stockport May 2013, my wife and daughter went in KFC for a take away and due to a long cue it took half an hour, on a sunday evening after 7pm. This was my first and only time stopping here and frankly i had no idea at the time it was pay and display or that i had committed an offence until i got the letter! I had not seen any signs or barriers and had not got a ticket on car, it was a camera entry and exit picture. When i got the letter i checked internet and all the advice i found at the time was to ignore, which is exactly what ive been doing, i discover today that that is wrong. I am up to the point where Roxburghe have sent the £160 letter and missed calls last week from them! So what do i do now, pay or not. Truthfully im not even sure i could raise this sort of money as im on a debt management plan and have very little income.
To add to matters I went on a few days holiday in September flying from Liverpool Airport, (this was a present from my daughter as not had holiday for many years and was for 4 days only) I drove to airport and used short stay car park, my daughter took the car after waving us off and a few minutes later called me because she couldnt find the switch for the lights! Anyway turns out she had pulled over to call on a roadway where stopping is prohibited for 5 minutes whilst ringing me, due to it being dark. Again i have ignored and this is on the £100 letter.

            yes you have made mistakes ignoring, maybe to the point that nobody can help you until you get an LBA letter , or LBCCC paperwork !!!
this forum has advised people like yourself to appeal over the last 9 months , not to ignore , all ignoring does is play into their hands and make it more difficult to appeal or to win, by ignoring you are agreeing to being hounded by debt collectors and threats of court action so doing nothing is not an option as you have to do something eventually
the fact is that unless you can get the landowners to waive these charges you will be hounded by DR until they pass it back to the creditor for court enforcement
if you find that you can still appeal on the VCS PCN then do so asap , that way you can get a POPLA code and win at POPLA , if necessary name the driver and then get a POPLA code if they dont cancel the charge (they wont)
otherwise you can get good help and advice here and at pepipoo and maybe win in court
as for Peel , you can try appealing to the landowner (peel) especially if you have receipts or bank statements showing payments in the restaurant or businesses , prove patronage and ask for the charge to be cancelled

how about the advice in the NEWBIES sticky thread by coupon-mad ?
is that confusing ? (I dont think so)
I take it you are the keeper and have an NTK for vcs ? if so name the driver and get a Notice to Driver sent to them, this resets the clock and then you deal with it by soft appeal or POPLA if they refuse (I think this is correct)
as for peel , plenty of info in the NEWBIES thread about Peel, so complain to the landowner as a vexed customer , preferably with proof, and ask for the charge to be waived
they are probably fed up with the mither going on there, you are not the first and wont be the last either

You will get a few xmas threatograms and the odd phone call from Roxburghe..... Do not under any circumstances engage in any dialogue with them...put the phone down....Then they will go away...Come back if you get a letter before action0 - 
            Complain about the VCS one to the BPA and say that you think they can't pursue a registered keeper where it's Airport land because POFA 2012 doesn't apply where bylaws exist. Don't go giving away who was driving of course!!
You know, stand up and be counted and complain - as in the 'Successful Complaints about PPCs' sticky thread that you will have already read - when you read the NEWBIEs thread.
Now sure why you are at your wits' end when you are only getting junk mail. Not sure either why you accuse our threads of being contradictory but perhaps that's because you read old threads instead of page one. In May we were NOT telling people to ignore!
Read the 'newbies' and the 'complaints' threads and learn about what you should have done (and can do next time!) and for now, what you can do to quash these fake PCNs by complaints. You don't have to wait for the next letter if you take the bull by the horns and make a complaint to the BPA about the VCS letter and to the retailer in the Peel Centre case (of course, why do people NOT??).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
