    Exchange of contracts. Happens after you get your mortgage offer, so you're likely weeks / months away yet.

    If the environment agency site says it is not in a flood risk zone then it isn't "flooding"


    It is water ingress from rising ground water and to the best of my knowledge is not an insurable risk and therefore does not need to be declared.
