Highways adoption for new houses

Does anyone know how long a builder/developer has to complete the road to a new housing estate?
The highways will only adopt once the road meets the required standard. We have lived in our home for over 2 years now, the site was completed before we purchased our house only sadly the road was never completed. There is still raised iron work and trip hazards, it looks just awful!
Now the builder is uninterested and has gone onto new sites.
Any ideas?

Can't give any advice as to a timescale, (if there is one), but the estate we moved from recently is still made up of unadopted roads and it was built 5 years ago. The builders are still on site though so I'm not sure if that makes a difference. Some of the roads had been made up but I'm guessing they will wait for them all to be done and get them adopted in one go. Sorry I can't be any more use to you.0

Nothing new OP, its the same with a new housing estate not far from me, some of the roads have beenfinished off but others are just unfinished, just as you describe.
Maybe conatct the council and ask them.0 -
In Scotland there's no ruling that says Council's MUST adopt roads in housing estates, although they usually do if they're finished to the required standards. Not sure if this applies also in the rest of the UK.0

i maybe wrong but i thought new estates had to give a deposit to the council for roads or some sort of agreement ?
