Liverpool council parking ticket.

Hi All,
I have tried to read through a few posts before asking my question but had no answers so far to what has just happened to me.
I have just been on the outskirts of Liverpool city centre taking my family for a meal for my daughters 13th birthday, i parked in a street on a single yellow line about 4.45pm and we have gone into the restaurant.
A friend of mine joined me about 30 minutes later and said that there was traffic wardens outside ticketing cars, i thought he was joking at first but when I went outside they were stood on the corner, my friend asked can we park on here and they have said no! I walked up to my car and they had put a ticket on my car, I asked where the signage was to signal that there was no parking in that area, they said there did not need to be any and that there was a "Outer Controlled parking sign 8am - 6pm" around the corner (The sign that they mean is 400 yards away and no where near the street) The ticket is for £70 but reduced to £35 if I pay in 14 days. I have contacted Liverpool City Council and asked about their appeal procedure, they have informed me that if I pay the ticket I would be admitting liability but if I appeal it could cost the full £70.
Can anyone let me know where I stand and is there any rules around appropriate parking signs in a street?
Xmas is taking enough and £35 is a lot right now.

SYL within a CPZ do not need timeplates. The restricted times are only on the CPZ entry signs.
It seems Liverpool only allow the discount if paid within 14 days. By the time they reply to your informal appeal it's likely to be past the 14 day period. Unlike most councils they do not re-offer the discount if your informal appeal fails0 -
You could try an appeal and most do win in the end at adjudication - but if not you'd end up paying the full £70 in 2014 if you lost.

Post there, get more advice and decide - fight or fold? At least fighting puts off any payment being made for a good couple of months but you'd need to appeal through the next 2 stages (as is explained on the ticket on the back).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Liverpool council say they may not allow the discount but they normally do, (don't take that as certain). Quickest way for them to get it is to do an online appeal.
LIverpool have had so many problems over the years with their tickets and their markings and signs that they seem pretty much bullet proof now. However post it on Pepipoo they may find something wrong with it.

Ive got a Parking ticket tonight on victoria street, its always been pay and display, and free after 6pm, but in the past few months it now doubles as a taxi rank with small yellow saying this. as ive parked there for free for years, ive come back with a ticket, not just me ALL 9 cars on the street. Tho Liverpool council have signs up and stuff i think they are legally covered. i just feel unfairly penalised for a honest mistake.Low Carb Dieter. start 18.8, currently 14.4
