Meter Reading - no change since last reading

I am a landlord of a flat and have just visited to take the final meter reading for tenant who is moving out.

The readings are exactly the same as readings that were taken 2 weeks ago.

What's my next move? Do I contact the energy supplier? Im obviously not an account holder with them (the tenant is), so would they speak to me?

Also the energy supplier has not billed the tenant at anytime during her tenancy (the messed up setting up her account and is now going through complaints procedure).

    Inform utility company

    a) tenant xyz left on xx date
    b) you are taking over account as of xx date
    c) reading on xx date was abc
    d) meter may be faulty - you don't know
    e) reason you suspect is blah blah

    It is then up the the utility company to deal with the tenant, and decide what to do about meter.
