Paypal issue

Has anyone else ever had this problem? I opened a Paypal account and verified all the details, but every time I try to top up the Paypal account from my bank (Metrobank) the payment is rejected (after a day) and returned to my account. Paypal say it's the bank's fault, the bank say it's Paypal's. I am minded to believe the bank as
a) the bank has provided a reference they say they got from Paypal's bank that acknowledges the fact that they payment reached them under the faster payment scheme; and
b) I got an e-mail from Paypal advising me that "the funds have been... successfully rejected and credited to your bank"
Yet each time I call them up (and, by the way, no I don't want to register the switchboard at work to the account - even if they ask three times before letting you get to the options) they tell me that they have no information, have never seen the money, and it must be the bank.
For something that should be straightforward it has turned into a complete nightmare as I am unable to pay for services I'm receiving unless I use a credit card, which I don't want to do (for good reasons).
I have heard from someone else that they had a similar problem with Paypal, but it was never resolved (doesn't bode well) so they gave up and went off somewhere else. That simply isn't an option for me or I would too.
