Housing Association - Accounts Not Released

Hello!
About a year ago, my fianc!e and I moved out of a shared ownership apartment - we were asked by our buyer's solicitor to leave retainers to cover any retroactive adjustments to service charges.
At the time, there were two sets of unpublished accounts, and we left a retainer of £1,000 per financial year; so £2,000 in all.
The housing association has since published the 2011-2012 accounts but not the 2010-2011 accounts.
Each time we've chased them, we've been asked to wait another 1-2 months; this has gone on for a year, and we've today been asked to wait until March 2014.
It's a tricky situation, as we do not have an agreement with the housing association itself; only between our, and the buyers solicitor to retain the funds until the accounts are released.
Does anyone know if there is anything we can do - apart from continue to wait indefinitely - to get the housing association to publish its accounts?

Check with both companies house & charity commissioners & see if either have them.
If not complain formally to both. It's against the law AFAIK
