Virgin Media - Frustrations!

I received this letter from Virgin media yesterday demanding £10.42.
The frustrating point is - i never signed up with virgin media at all. so i could not understand how they sent such letter to me
well - in order to clear things today i rang them up. somebody in customer service told me that this account was created in 2003. but when i said i did not sign up any account in the first instance, she could not answer that. instead she said she will -
a) credit my account for £10.42 and
b) then cancel my account
to which i agreed. That is a big mistake. then i waited on phone for 15-20 minutes for the concerned department  since it was getting late for the work, i had to terminate the call.
i can't understand how a company like Virgin can harass innocent people ...
