Advice on Buying DVDs from Abroad (UPS delivery guy demanding import duty)

I purchased a DVD box set from Amazon Canada.
The item was originally $83.99 CA but as part of their lightning deal it was reduced to $41.97 CA including delivery (£24.04 GBP).
According to this MSE article[*], the most I should have to pay in duty is 20% of the full item which would be $8.20 CA or £4.69.
I also tried an import duty calculator and got the same result.
However, today a UPS guy came with the package and wanted £24.99 cash on delivery custom charge! That's more than the value of the item. He was adamant that it is the correct amount and was unwilling to compromise. In the end, he said he would come back tomorrow for the money.
Is he correct? If not, then what can I do?

I'm not sure how they've reached that figure but, having looked at their website, I notice they have a £12.45 duty and tax forwarding charge so you need to factor that into your calculations. I suggest that you go through their extensive list of other charges to see if any apply to you.

You should be careful about refusing any further attempt at delivery because it looks they have a penalty charge for that as well.0 -

Bit disappointed in Amazon. On the international shipping screen it gives a breakdown of charges. Considering UPS is their chosen courier, they should have listed these extra charges.

I disagree with you, if you import any item it may be liable for import duty.
But in your case the charge by ups is unreasonable.
the post office and parcelforce charge similar
2.3 What are the limits for customs duty and import VAT?
Commercial consignments i.e goods you have purchased, of £15 or less are free from customs duty and import VAT.
Note: This does not include alcohol, tobacco products, perfume or toilet waters; these items are excluded from the relief of duty and VAT at import.
In addition, commercial consignments sent to the UK from the Channel Islands do not benefit from any relief of import VAT.0
