HMRC tax credit debt question

I have had a collection agency letter telling me they have taken over an overpayment dept frpm Tax credits from 2010 of £250
Rang them offering £20 a month but they say they are not happy and want the dept paid in 3 payments and also want a breakdown of income and outgoings.
I am disabled and hubby my carer so works part time we get topped up with esa and also dla.
Can they demand more money that the £20 we offered?
Is that lawful?
Seeing that i never knew about the "overpayment" till the debt collection agency letter we are pretty miffed.
HMRC say as it has been passed on i have to sort it with the collection agency Payfred,I always thought if you show goodwill and offer to repay it should be accepted and being on benefits that is all we can pay out at the moment
Would be grateful if anyone could advise me.
