Do these faults affect RBS credit cards as well as debit cards, or are the CCs separate?0

Perhaps consider the best account/debit card that can be used abroad then it will have a secondary purpose if you travel.
For example I think a Nationwide one does free cash withdrawals and reasonable exchange rates.0 -
