    Does this price reduction also apply to the smaller companies such as First utility or just the big 6?

    Well obviously those firms small enough to not be participating in ECO won't be passing on any savings, since there won't be any for them. They should pass on network savings and WHD if appropriate.
    No free lunch, and no free laptop ;)
