Bailiffs at old address

I have trawled back pages but can't see any advice on this.
My daughter's old landlord wanted his property back to move in himself so she moved out and it was 2 months before she got a permanent place. She redirected the mail to me for 3 months and left a forwarding address and phone number.Meanwhile she picked up a parking ticket at Mount Pleasant car park Liverpool which she knew nothing about.The first letter was sent out in June which wasn't forwarded. The car has since been soldIt was only Friday when a bailiff from Marston's arrived at the old property that the landlord got in touch and has since handed over a pile of post.
The debt has escalated from £50 to £75 to £95.44 and is now a whopping £339.04. Liverpool council don't want to know and say it's in Marston's hands now. Any advice please as she's worried they'll turn up at her new address and clamp her car?

    traffic enforcement centre and they will e-mail her the forms she needs
    I am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites

    Dont get picked off by those charging for advice that is free on the net.
    If she goes to pepipoo.com they will be able to tell her which forms to send off to re-set the ticket, but she has to move very quickly indeed, possibly within the hour.
    She has to file the forms immediately and they will call the bailiffs off.
    She can not trust the Bailiffs to do anything other than empty her bank account.
