Should I be concerned with this...?

Was walking in from work last night and noticed this in the hallway, near to the ceiling. It's not something I particularly glance at but it caught my eye in the light last night.
I rent - is this my fault and would I be charged for it when leaving the property? I don't see it as being anything down to what I could have done....?

Have a feel of it - is it wet or is the wall soft behind the paper?0

We have this all over our flat. It is just damp walls0

No, it's just cold as the hallway is very cold at the minute. There's no radiators nearby (we don't have them).0

What's immediately above the ceiling (i.e. upstairs)? The uneven brown marks in a semi-circle visible towards the right of the picture on the ceiling look like water stains.0

Is it new?
It could be badly put-up wallpaper. Wallpaper paste in bubbles behind the paper? Just not smoothed down?
Or it could be water stains. What's above? Bathroom?0 -
Here is what I do when I notice something non cosmetic, walls, ceiling, floors etc. I email the management company with photos, description etc & let them know it is jut an FYI, if it is something that doesn't bother me.
It is then up to them to decide what course of action to take, if any but it affords me a record of my advising them of the issue at the time I notice it.
I have done this in several properties over the years, in our current property the laminate flooring in the hall was badly laid, it was noted on the moving in inventory & has gotten worse over the course of time but every year when we have a check I point it out to the checker & alo follow up with email to remind them it is badly laid (floors weren't leveled when they laid it!)
I'm in no hurry for them to fix it, it isn't dangerous but it is worth regular mentions.I don't respond to stupid so that's why I am ignoring you.
