Neighbour problem with smoking

Tenants cannot smoke in communal areas - it's the law. If the OP cannot tell the neighbour directly the suggest OP make this point to the HA and ask them to begin enforcing it.
See the Wiki entry on the smoking ban, particularly the section regarding exemptions:Smoking is permitted in a private residence, although not in areas used as a shared work-space. In flats with communal entrances or shared corridors, these must be smoke-free.

Smoking in communal areas is a criminal offence under the Health Act, from which the following regulations were enacted
"The Smoke-free (Premises and Enforcement) Regulations 2006"
Since 1st July 2007 signage must have been out up in the block at the entrances exit informing them of this.
As landlord the HA must enforce it and if they dither then contact the environmental health department of the local authority asking them to enforce the law by giving the HA a good kicking.Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.
