Halogen hob - no heat control

I have a halogen hob cooker, approx 10 yrs old. When I've cleaned it I've used the hob cleaner with a cloth or paper towel, occasionally used the scarpers designed for them when something has got a bit burnt on. For the last few years DH has taken to cleaning it more but he will use more abrasive methods such as the general scourer all over.
Lately I seem to have lost control of the heat on the rings. They are either full on hot or off...even turning down to 1 doesn't seem to let it have just a moderate heat. It's got really noticeable if I leave something on a low heat to simmer...it will just boil dry if I'm not careful. I can't warm a sauce in a pan - it's just bubbling and spitting within a minute.
Is this something that is more likely to do with the age of the cooker, or can over aggressive cleaning affect it?

The top is a sheet of glass so no it wouldn't effect the temp, the reason you don't use "aggressive cleaning" is because you don't want to damage the surfaceI'm only here while I wait for Corrie to start.
