Highview Parking - £80 for 4+ hours

Saw this sign in the car-park of a new Tesco store today. Sorry if this has been discussed before, couldn't find anything when searching.
I've not seen this before - presumably they will try to justify £80 penalties as a genuine pre-estimate of loss, as that is the charge for 4+ hours of parking?

Oh it was all worded so beautifully - almost clever - until you read the bit at the bottom when they have added 'you agree to pay an £80 parking charge when you allow your vehicle to remain in theis car park in breach of the above terms and conditions.'

Also that leads to a question being asked of the local Council planning Dept as to whether they have been informed about the £80 charges for parking (separate business being run in the car park). And are they paying VAT on those charges?
And I notice the Blue Badge bit is discriminatory even though they have paid lip service to the Equality Act with allowing 4 hours free instead of three. Apparently they reckon they are allowed to restrict that 'reasonable adjustment' of time to 'ONLY blue badge holders who are parked in designated bays only and who have jumped through hoops to get a voucher code'.
