Do you need planning premission for an external glass balustade?

Hi,
We are buying a house with a flat concrete garage roof which can be accessed by a door from one of the bedrooms and the present owners have used it as a sun deck, as it has fabulous views. However there are no railings and we were thinking of a glass balustrade/ fence, so as not to spoil the view. Would we need planning permission for this?
