Hey guys my mum received a windscreen ticket on 24th November 2013 parking with a display ticket.
She was at newham general hospital visiting my dad who suffered an heart attack, though she has receipts for most of the day but she had forgotten at one point to put a ticket on her car.
Is it worth me following umkomaas walk through or pay the ticket, it's £15 or £40 after 14 days just hate the fact that these vultures issue tickets to people who have more important things to worry about then parking.
Any advise is greatly appreciated.

yes it is, although £15 isnt as bad as the more usual £100 reduced to £60 you get with a lot of them
depends how much hassle you want as POPLA could possibly believe that it is a genuine pre-estimate of loss ( £15 that is )

I would think it may actually go up with fees and costs if it went the whole 9 yards and sums of £150 or not unheard of , maybe more , especially if it went to court
so it depends on if or where you lose as it will cost them something like £27 if it goes to POPLA, on top of the DVLA charge already incurred - hence it may well be that POPLA ruled that you owed the full 340 , but in court it would be higher if you lose
hence my reply about the £15 for peace of mind , whilst distasteful, should be considered compared to the consequences
had you parked on the public highway on a yellow line etc near to the hospital the charge would have been higher
only you can decide if its worth the hassle or not, you may win and pay nothing , its a gamble you take, or you dont take by paying that quickpay lower fee
so its your choice0 -
Though with the right appeal (to POPLA), the chances of losing are very low.
Meanwhile, if this is only at the windscreen ticket stage, then WAIT for the Notice to Keeper through the post before starting the appeals process (unless it's a company/lease/hire car).0 -

You have hit the nail on the head and only you can answer this one. Don't know how bad Dad is now, but £15 is not the huge amount that they usually ask and having just seen an inexplicable GPEOL loss today, do weigh up the principle against the principal>0 -
Why don't you complain to PALS, as is explained in the successful complaints sticky thread post #3 about complaining to a Hospital about a PPC?
And I wouldn't send CPP 15p let alone £15, on principal. I would follow Umkomaas' walk-through - but it seems you may not have read the sticky threads as there's a 'newbies read this first' version now (as well as the complaints one with the PALS info).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
