GROUPON Voucher Advice

My daughter bought a voucher from Groupon for a Nexus, it never arrived as stated by Groupon in fact many days late so she missed giving her daughter the present she wanted. We called Groupon who directed us to an E-Bay store that had no telephone contact only an e-mail address. Having no other option we called Groupon again, they tried very hard to make us deal with the E-Bay shop. We asked them for a refund as they had not as per contract received the goods. Each time they said it has to be passed to another department, and that we couldn"t speak to a manager or Suervisor.
They advised it can take up to ten days to sort out a refund.
Eventually, we got to speak to a Manager called Josh, he wanted to give a £20 gift for the trouble we had experienced. Although he still couldn't give back a refund. So I asked if they had paid the E-Bay shop and they said the voucher had NOT been cashed, then I asked how they knew the goods had been dispatched, he said they get a tracking number, I asked for the number, he said they had not been sent one. I therefore said you have an un-cashed voucher,no tracking number and we have advised you that the goods did not arrive. Therefore we want a refund immediately. He replied they cannot do that. As a different department has to investigate if the goods have been dispatched and it can take up to ten days. I said it does not take five minutes to call the supplier to confirm the product has not been sent. They insisted up to ten days. I have told them we have missed the birthday and had to buy an alternative and no longer want the product from them as they did not fulfil the contract.
I think they are putting the money into a high earnings account and keeping it as long as possible to make money on it. There is no reason I can see they they cannot make a simple telephone call to their "partner". I also asked what would happen if a product failed, how would you contact the supplier, they said by e-mail.
So BEWARE!!!! This is very frightening....and I do not know if it is legal...I would appreciate any advice or comments from others who have fell foul of Groupon

    When you say the voucher never 'arrived' what were you expecting? The vouchers are sent as attachments once the deal goes live - you then use the code in this voucher in whatever way it explains to redeem!
