I'm posting this on behalf of a friend who has just received a notice to pay a £60 fine for 'parking' in a private car park. After appealing once, the company have now sent evidence which shows the car arriving and leaving the car park, but doesn't show the car actually parked. The main thing I want to try and find out is, is there a time limit from the date of the offence to when they send you the notice? The offence happened back in May 2013 but they have only just sent the notice through, some 6 months later!!!!

It is not a fine and not an offence.

And when did the rejection letter arrive and has it got a 10 digit POPLA code with it on a form, or in the wording on what to do next?
Please do read the linked thread first as it also has links showing 'How to win at POPLA' and recent 'POPLA decisions' so your friend can learn what has won almost every time.

PCS are not a private parking company; they are debt collectors.
Who is the PPC?

In that case, I'm not sure as the letter was sent by PCS. There is no reference to any other company on there.0

A 10-NUMBER code called a POPLA code?
As Umkomaas said, PCS are NOT the parking company. Who is the PPC please?
Please get the friend to come here or show us broken links* to hosted scans or photos of all pages, ALL sides, all small print of:
1 the rejection letter of 'evidence' which I assume came from the PPC? Or the debt collector PCS?
and
2 the Notice to Owner/Keeper that PCS have sent
The friend can probably appeal if in time so don't hang about, as we win 100% of POPLA appeals and this isn't something anyone with a brain cell would pay, when you can appeal and win.
