Steam refund query

A whole load of us are attempting to get refunds from Steam, from all over the world. Obviously this post will be about the UK only. But what are our rights on Digital Downloads via Steam.
Google X-Rebirth and you'll see how totally broken from release the game was, so we're all attempt to get refunds.
I've been going via the Steam refund service, the forums for X rebirth keep saying just keep trying as others, despite Steam first refusing, have eventually got refunds.
However, I've had 3 replies from them so far on my ticket, constantly refusing a refund. So I'm continuing to pester them to refund a broken game. It is no long installed on my system (which they should be able to see when they check my account, assuming it flags when a game is installed) yet they are still refusing to refund.
Just wondering what our rights are so we can make further points to Steam.

Where did you buy the game from?
If you bought it from the likes of Amazon.co.uk as a disc then you need to take the matter up with them as your rights are with the retailer.
If you bought it as a download, especially from Steam themselves, you need to check which legal jurisdiction governs the contract. It most likely isnt England & Wales in which case you'd be better off checking in a forum for the country that does as they will know your consumer rights better than people here (and if its the US then there is not much)0 -
How many hours have you actually played on the game ?
as steam won't refund if you have playing the game quite abit, they have a limit on 2hours i believe0
