Can you buy 3.1A iPad & iPhone car & mains chargers?

I've seen dual chargers for the car, with one 2.1A USB for the iPad and the other labelled 1A for the iPhone, but no indication whether the 3.1A would be available if I just charged the iPad.
Is the charging amperage controlled by the iPad & iPhone or the car/mains plug?
I use the iPad 2.1A (according to the small print on the plug) mains charger, which was in the box, but my iPad seems to charge very slowly.
