Most electrical equipment intended for use in and around the home will need to comply with the Electrical Equipment (Safety) Regulations 1994. Additionally the Regulations require that the majority of such equipment, when placed on the UK market, must be fitted with a plug that has been approved by a notified body and either conforms to BS 1363 or offers an equivalent level of safety.
As an alternative to fitting a BS 1363 plug, it is permissible, to fit a "conversion plug" The "conversion plug" must be approved by a notified body and meet various conditions set out in the Regulations. BUT they didn't there wasn't any adapter/converter supplied .

I wouldn't mind betting, they will try to get out of refunding any postage costs, so do watch out for that. You should get everything back, due to it being unfit for purpose. They may try to say you just changed your mind.
You might be best to get some form of written/photographic evidence before you send it back to back this up.
Of course if you could really be bothered, they should be reported for supplying it with the wrong plug and then asking you to rectify it. But I would imagine, it is simply a case of a handful of thousands and thousands of packages not having the right plug in the box.0 -

All electric razors and toothbrushes have always come with two pin plug. My adapter is years old but still works fine.0

As said above, they are exempt from the regulations, as they are designed to go into 2 pin sockets, unlike the vast majority of electrical items.0 -
I bought a shaver last month, whilst queuing to pay for an adaptor I thought to check the plug in the shaver box, it came with the normal three pin plug, perhaps because it's rechargeable and not designed to be plugged in within a bathroom.0
