    I would have thought "voluntary" by definition means exactly that and you just don't "volunteer" unless you wish to.

    I'd just sit tight and wait and see if they forced me out on compulsory terms in your position. They may or may not intend to go for compulsory redundancies after they see how many volunteers they get. There's probably a pretty good chance they will get enough "volunteers" (ie genuine volunteers on the one hand and people whose life has been made such a misery by them that the LA anticipates they will "volunteer" on the other hand) and accordingly the chances would probably not be that high that they would need to make compulsory redundancies.
