would we be entitled to rent inadvance and bond/deposit?

We have been in our HA property for almost 8 years and would like to move, we have had no luck with regards to an exchange (our house is concrete block, and in a rural village), we would like to relocate to Wales, we have enquired about aterraced house through private landlord, we would like to know if we would be eligible for the rent inadvance and deposit/bond schemes that councils have to enable people to get accommodation, or would we be turned down because we have an HA home already, my husband works at presant but would temporarily become unemployed when we move, I am on IB and we have an 8yr old so we would have to claim HB and CT for a short time, any info or advice welcome
