Bit of advice .... NEVER talk to these companies. They are masters in getting you to admit things, specifically who the driver was!!
What are the circumstances of the change of address? Have you moved? Did you tell the DVLA?0 -
Whilst those details are useful, even if we disregard them you still have the opportunity to appeal to UKCPS (which they'll almost certainly reject) and then appeal to POPLA (which you'll almost certainly win - IF you follow forum advice).
PS - I don't recall seeing it confirmed that the "parking event" and the keeper's address are both in England or Wales? (If either is in Scotland or NI then keeper liability does not exist anyway).0 -
Very true. I suppose I was just going from my own personal experience of my first victory over OPC. Whilst the second win at POPLA was particularity gratifying, the first victory with OPC cancelling because of the out-of-time NtK was a little easier0

Gents!
Great news... By reading the sticky's and your helpful advise I've had the penalty charge dropped by the land owner. Simply finding out who owns the land. Emailing their office. Telling the, of my situation followed by a 100 word email they've got the change dropped! Take that UKCPS!!! Now you're the folks out of pocket!!!
Cheers again guys!
Now to spend the penalty charge on more constructive things like hangovers!0 -

I've just spoken to the manager of UKCPS who says that as there was a change of address during the fine that the clock stops....
Oh why on EARTH would you phone up UKCPS who operate from behind a pub in Leeds and are among the most notorious waste-of-air PPCs on this forum?!
Where in my sticky thread does it say 'PPCs are reasonable human beings so why not phone them up for a chat?'Deepthroat wrote: »Gents!

Much better approach...very well done for following the 'complain' advice! Now your thread gets permanently linked on the 'successful compaints' sticky thread to help others!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
