Mentally Handicapped sister and wills

Hi, my question is that my sister lives in a home and my mother doesnt want her to lose any benefits when she passes away, so my question is how much money is my sister allowed to have before benefits are cut or stopped. My mother has set up a trust fund for her which will be administered by myself and another sister.
basically what figure can be in my mentally handicapped sisters name? I have been told £4000, dont know if this is true. Any help would be appreciated or if you knpow who i should contact for this info.

It depends what benefits she receives. If it's ESA - here's the current rules -

Money that's in a proper trust won't be counted as her money.0 -
