DIY 'repair' to my rotavator.

I have a garden rotavator I've recently got hold of second hand and I would like to give it a 'f'ace-lift'. It has a belt guard which is metal and beginning to rust over and painted white. What should I use to clean this of the rust present and also what type of paint should I get to re-paint it and other metal parts white or red as the original colour? Thanks you.

To remove the rust, use either emery cloth or else a wire brush attachment in an electric drill. Clean it thoroughly with white spirit, allow it to dry off, then use Hammerite to repaint it. You can get this in a spray can, or ordinary "brush-on" stuff. Be warned, Hammerite is very good at what it does, but is a devil to clean off the brush. You can buy special purpose solvent for cleaning brushes, but to be honest it's cheaper to just use an old brush, or else a very cheap one from a pound-shop, and chuck it when you've finished.

As Ebe says, use Hammerite paint.

If you think you can't get off all of the rust, a liberal application of Kurust will also help kill rust, before you paint over it.

Hammerite and Kurust as already suggested.
I can afford anything that I want.
Just so long as I don't want much.

If you can get the belt guard off, pickle it in a citric acid solution to get the rust shifting, then rinse it, dry it (hair dryer often a useful tool!) then
    +1 for Hammerite.
