  • And this is the website address they use for payments, strangely it lists both numbers.

That's a separate payment portal developed by a debt collector. You won't be needing that!

Make sure you get help with a winning POPLA appeal or look ahead now at the 'how to win at POPLA' links on the 'newbies...read this now!' sticky thread near the top.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I didn't want to advertise who reported them though - I've done it many times including Newquay golf club who used to declare themselves as non-trading.

I agree - website does not even say they are BPA members!

Nominet lookup declares this website as a non-trading individual with a different registrant:

    http://www.nominet.org.uk/whois/lookup?query=www.parkingcontrolmanagement.co.uk

Website law states that the trading address must be clearly stated and if it is a limited company the company registration number and place must also be given.

I would report the matters given in my earlier post and this post to companies house to investigate - they will deal with irregularities in filing requirements.

(imo this is looking very suspicious and possibly being primed for phoenix fraud)
    :)
And by coincidence, is the same transgression DVLA used to suspend not so smart earlier this year.

I am leasehold owner of the space
In that case, what exactly does the lease say about parking and the parking space? If it's a specifically allocated space on the plan, then it's yours as much as your living room is yours, and no-one else has any right to be there, lease of all a PPC.

Also check the lease to see what it says about running a commercial business from your property. Many leases specifically bar such activities. If you can't run a business from your property, why on earth should a third party be able to?

    There you go :)
Thank you for contacting us regarding the parkingcontrolmanagement.co.uk domain name. You have informed us that you believe that the domain name is incorrectly opted out of the WHOIS. We have investigated parkingcontrolmanagement.co.uk and have issued notice to the registrant and registrar that the address details for the domain name will be opted in to the WHOIS unless changes are made so that the domain name meets the opt-out criteria.

I've just checked the WHOIS for their payment site paymypcn-uk.co.uk and came across this:

    http://www.nominet.org.uk/whois/lookup?query=www.paymypcn-uk.co.uk

It's registered to a guy called David Blake and the registered address shows up as a house in Slough on google street view.

He has also been a Director of a number of dissolved companies:

    http://companycheck.co.uk/director/909593040

How come it says he has resigned from Parking Control Management UK in 2005 yet is listed as the registrant of paymypcn-uk.co.uk which was registered in 2012?

According to a Daily Mail article David Blake sits on the board of the BPA:

Send in all this to the BPA and the DVLA and ask them to investigate.
