help UKCPS parking charge

I have received a parking fine e through the post from UKCPS.
The fine is on the grounds the driver/passengers left the site. I never had a 'fine' issued to the vehicle and a month later had a letter through the post stating I owed £100 as I had not paid the reduced fine of £60 in the given time. This was the 1st time I had heard from them and was unaware I had been fined.
I appealed to this within the correct time period asking for photographic evidence of the said fine being attached to the vehicle as there wasn't one and also photographic evidence of person leaving site. This morning I have received a letter back from them thanking me for my appeal and they sympathise with the situation but the charge still stands.
They have not supplied me with any of the information I requested and they have not supplied me with a POPLA code. Where do I go from here?? Please help!!

    for a start it is not a fine and should not even say that word on any documentation

    my advice is send them a letter as the registered keeper disputing the charge, saying it is denied and you want a popla code (if its in england and wales of course) if they continue to insist on the parking charge and not cancelling it

    there are plenty of appeal templates on here to help you do this so check the sticky threads for one

    once you have a popla code you can then look on here for templates and help in fighting the parking charge via appeal (note its a charge , an invoice , not a fine)

    no PPC can issue a fine - period

    ps:- are you completely sure there is no popla code on the letter ?

    did you ask for one in your appeal ?
  • I am sure there is no POPLA code.
    I did not ask for one as didn't realise I had to.
    They don't call it a fine they call it a charge.

    The thing I am most cross about it they never issued a ticket so they never even gave me the chance of paying the £60. But the 1st letter I received said as I had not paid this I now owed £100!!

    Read the thread referenced in my signature.

    Your problem will be that you received a Notice to Keeper through the post, but probably replied to them in terms that identified you as the driver - so you may have shot yourself in the foot somewhat.

    That said, all is not lost, and you DO NOT HAVE TO PAY THIS SPECULATIVE INVOICE. Read the thread I mention above.

    yes, its a charge , an invoice, so if you had got one from a.n.other business services for a non-existent service you would dispute it

    it is illegal for them to use the word FINE, that is your language but not the legal term here , best to stick to legal terms when dealing with this - hint

    so we have to assume from this that you have received an NTK that has to have been issued in 14 days of the alleged "offence"

    so you need to check all these details , also check that you sent off your "soft appeal" within the 28 days after the NTK too

    assuming they are members of the BPA you should have received a popla code on the rejection letter

    if you havent, send an email or letter insisting that if they refuse to cancel the charge they are to issue you with a popla code

    also , try to get landowner details (creditor) from them or from google or store managers etc and complain to them to try to get the charge cancelled if you can do so

    do not miss any deadlines on this, also do not ignore if you are in england or wales

    If a PPC have alleged a windscreen notice was given (Notice to Driver) then the NtK must come no earlier than 29 days and no later then 56 days after the "parking event".

    But good point about the location ... if you or the event reside in Scotland or NI only then the advice is Ignore, Ignore, Ignore.
  • The 1st letter I received off them was dated 32 days after the said incident. In this is says "the driver of a vehicle is required to pay a parking charge which was fixed to the vehicle" There was NO ticket ever fixed to my car!!
    I have contacted stores and so has another lady regarding the same problem and they say they are unable to help :(
    I did not miss my appeal deadline and sent by recorded delivery.
    The letter I received today basically says in my own words ...thanks for appeal we are ignoring everything evidence wise you have requested and you will still pay the charge. It does not say when I have to pay or anything.
  • In my appeal letter I did not state who was driving the said car and did not sign the letter from anyone.

    There may be a hidden POPLA code in the letter. Read here how it is formed

    If it is not included, they MUST have made some reference, so what did they say about it?
  • There is most defiantly not any 10 diget POPLA code in the letter I received off them today.
    There is no reference to a POPLA code what so ever
    I only know what one is off a friend!

    So search this forum for one keyword, UKCPS or do a Google search for 'UKCPS address the factual issues' which I would almost bet is a phrase in that letter?! Covered loads of times that you have to respond and prod them with a sharp stick for your POPLA code. Do the searches and you will see how others have succeeded.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
