Pre-Paid Care Insurance - mis-sold?

I've just discovered my mother bought a pre-paid care at home insurance policy many years ago. At 10 years into the policy the benefits were adjusted (down by over 50%) and she was asked to pay another £10k or so if she wanted to maintain the original benefits. In addition. a year or so ago she tried to claim to buy some help as she had an operation on her hand and couldn't do many day to day activities for a couple of months. Given that she is 81 and has significant health issues, it is clear that this policy is never going to provide the benefits she anticipated. I read something on the BBC website but it is several years old (2008)
Has anyone successfully claimed and where do I start? Any advice gratefully received.

How about one of the no win no fee solicitors? Ok they take a chunk of any payback, but better than nothing at 81?Numerus non sum0

You first of all have to establish what the sales process was - you can't automatically assume it was missold.0
