Aim: Simplify house buying/selling
Procedure: 1) Take a brief case full of money and give it to the vendor.
2) The vendor then gives the buyer a couple of bits of paper and keys.
3) Vendor leaves with briefcase.
Process length: 1/2 Hour.

the current system is not perfect and causes a lot of stress and there are many steps in the process which encourage obfuscation.
A better way would be to have a legally binding contract with the aid of a 5-10% deposit. you agree to buy a property and pay your deposit.
Where do non-1st time buyers find the cash for this deposit?0 -

True - not all are online. But for those authorities that don't give online access, you need only visit the Town Hall, Council Office or "Community Access" access.

If the application has been submitted, then it will be revealed via a search by the solicitor or by inspection of the "public register" of applications - online, or otherwise. As in my examples .... An Authority or Official Body might for instance have firm Long-Term plans to build a "Super Casino" or a "Power Station" or perhaps to "Regenerate" a specific area .... To that end they might well start "Zoning" or Compulsory Purchasing various lands and/or houses LONG BEFORE ANY "Formal Planning Application" is submitted (OR even prepared).
Therefore these Plans would NOT necessarily show in the Planning Applications OR Portals as you were suggesting ... Even though said plans Might or Might-Not be common knowledge OR might/might-not appear in the "Local Plans" (which are so incomplete/unapproved by many Authorities) .....
Your delicate "Crystal Balls" are therefore NOT required ... MERELY a strong determination to "Look Beyond" the Planning Application Listings & Portals by carrying out somewhat more detailed research than you were proposing
... And THAT was the point I was trying to put across.

If there are no chains in Scotland how does that work?? YOu basically have to move twice and arrange some kind of interim expensive rented accomodation or something?? Not sure Id like that anymore than the current system TBH.
Do we really WANT to make it easier and quicker to sell/buy? It seems to me that years ago when it took a long old time and was difficult and mystical to buy a house, less people did it. If we make it easy and quick, every kid out of secondary school will be wanting a house. More numpty BTL landlords will appear overnight 'because its so easy to buy' etc etc etc I agree making it more 'reliable' is the way to go :T0 -

How about ALL property being sold by auction?
28 Days to complete and all without EA's and chains, false promises, etc.
If all auctions are held on the same day you could buy and sell in one go.
28 days is enough time to do searches, arrange surveyors and damp specialists, arrange Mortgages etc.
Even easier if a decent HIP scheme was in place.
