Article 4, HMOs and risk of repeal?

Got a friend who has seen a really nice flat that they like, went to look at it with them and everything seems fine - however it turns out that one of the other flats is a HMO (three students) - it's two blocks with ten flats each. The area is subject to Article 4 to limit the development of further student properties but now she is worried she could buy it, article 4 disappears and they are suddenly stuck with a property they cannot sell because all the other flats are turned into HMOs full of students and the building turns into party central?
Is she over-thinking it or would it put you off?

Article 4 direction is very unlikely to disappear, so yes she is over-thinking it.0
