Appeal PCN Camden

I parked my Vespa on small piece of land behind double yellow lines just off Parker St in Camden. As you can see from the photos the space behind the double yellow lines is in front of railings but not pavement. I have appealed and they have rejected the first appeal, so I now wish to appeal again. Can anyone advise me the best response in appealing?

Quote from the letter "It has been confirmed that your vehicle was parked on the footway and I have enclosed copies of the photographs taken for your reference. However parking on the footways and grass verges is banned almost everywhere in London...(quotes act) It is therefore a contravention of the parking regulations and is enforced against 24 hours a day"

I cant seem to post a link but you can see where the scooter was parked on my public drop box folder.

You need to post about this on pepipoo, where you can post pics straight away on a new thread:

Show them both sides of the PCN as well; cover the vehicle reg and PCN number ONLY. You also need to explain whether your contravention was 01 (double yellows, because you can't avoid them by parking behind them!) or 62 (parking on the footway).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
