Consumer Rights Bill

Not sure if you've all had a look yet or not. Posting it more as a refresher as I believe we (the uk and other member states) had until mid December to implement it.

I found it funny that part of it says with simpler laws, businesses wont have to spend so much training their staff in consumer rights.......I didn't realise they spent anything to start with!

Even going by how many threads we alone get (not everyone will come here and not everyone will go looking for their rights)....it doesn't look like most retailers are going to be making much of a saving :rotfl:

You can read a series of interesting posts here:

    http://www.tradingstandardsblog.com/consumer-bill-of-rights-part-4/

Click on links to go back tp parts 1 2 and 3.

It will simplyfy somethings but probably not much for the average person who doesnt know much about the law to begin with.

The Bill has to go through Parliament and wont be coing into law for 5-6 months yet. aParts of the Consuemr Rights Directive are meant to be implemented soon though.

"The Consumer Contracts (Information, Cancellation and Additional Payments) Regulations 2013"

What a hell of a mouth full!! There's no way in hell a consumer will remember this law.

So from what I gather its more of an excerise to condense the many laws in to a few laws and include digital services. Can't see any real changes..

I did see though Asda saying TS staff are not very well trained in consumer law.

Its being implemented in stages. Some of which has already happened (ie charges for paying by credit cards).

As for changes, they're looking more to clairfy existing laws rather than change. Although there will be changes to facilitate this. Namely, 14 days instead of 7 working days to reject under DSRs.within 30 days of purchase you will always be able to get a refund (will affect a lot of retailers - first one to mind being currys who have a 21 day policy). They're also making it clearer that failing to take care of goods does not remove your cancellation rights (as we've been saying for years!) under dsrs. However, they will be allowing retailers to make a deduction for the diminished value (which as I've said before....I can see that part being abused).

Can't remember the other changes but I'll take a look when I'm not so busy at work

After reading one of your (arcon) posts on another thread, you reminded me of another change. They were also going to put a 6 month limit on full refunds. So if your purchase went faulty within this time, retailer cant make a reduction for use already had. And any time the item is not with the customer (because its away for repair for example) does not count.

The main changes to the The Consumer Contracts (Information, Cancellation and Additional Payments) Regulations 2013 are a combination of 2 laws because of EU changes.

Consuemr bill of rights is mainly about updating existing alws - though it does clarify the epriod to reject goods is now fixed and it creates new rights for digital content.

The new rights for misleading and aggresive selling are new and significant.
