Demand for payment of an unpaid parking charge.

Hi, can anyone help? I received a PCN from the Civil Enforement Ltd in Liverpool, on the 1st August 2013, for parking in a supermarket car park in Southwell between the hours 7.34 - 11.09 pm.
The car park was practically empty at that time and I had not realised that there would be a camera taking a photo of the registration. I have in the past used supermarket car parks in my home town late evening and had not encountered any problems.
Unfortunately, having researched, I decided to ignore the PCN notice and have now received a demand for payment of £140 from the Debt Recovery Plus Ltd. It states that if I do not agree to pay it they will recommend to the creditor's solicitor that court action should be taken to recover what I owe. They also refer to the Schedule 4 of the Protection of Freedoms Act 2012.
I would appreciate some guidance on what to do next.
