i have ignored a parking ticket fine from ncp, the car park is owned by the city council, but ncp say they have photographic evidence on line, i have looked and there isnt any, i was not issued a ticket and i have a pay and display ticket for that day but 7 mins after they say they issued me my ticket, they are now threatening me with debt collection agencies, have i done the right thing ignoring them????

I assume it's the former, a private PCCN which you should not have ignored but should not have paid either of course!
