Can't access credit report -Identity issue?

My partner has tried to obtain his credit report from 3 different agencies. (equifax, noddle and check my file). With every one he hasn't been able to access his credit report, due to them not being able to verify his identity. Does anyone know why this could be the case? I have a theory but i'm not sure if it's correct. He has a double barreled surname -his dads and mums who split up before his birth. Anyway due to a personal incident his mum doesn't like his dad. So when he got his first bank account, his mum set it up for him using only her part of the surname. And from then on, for bills, our tenancy and basically everything, he has only used her part of the surname, if that makes sense? He never uses his legal surname. If this is the problem, would just changing everything in his name to his full surname rectify the problem? Thanks.

Try to sign up using the name he provides on accounts, you could look at yours too, if you have a joint account he'll appear as an associate so you can see how his name is stored. If you have no luck contact the CRA.0

Thanks, yes on my file he appears as an associate, his surname just being his mothers maiden name. He's tried signing up with just his mothers maiden name and his actual birth name with no luck. Looks like we'll have to contact the CRA then...0
