New Garage

Can anyone tell me if I need Planning permission for a garage and base?
I have never had a garage and the only other building in the garden is a shed.
Can I just go ahead and order one or do I need to do any "official" stuff first?

You can build a garage without planning depending on the size.0

That article quotes maximum heights - 2.5m eaves, 4m ridge.
If I was building a multiple bay garage (say, 3 bay), and the outside of the building fitted those requirements generally - but the floor of one bay were to be lowered (say 1m), would that affect whether the garage fitted the requirements? The only place at which the eaves would be more than 2.5m would be directly in front of that one door...
The only difference between the garage I'm describing and a perfectly "straight" garage would be that the ground in front would form a ramp to that one door.0
