Help! PCN From Civil Enforcement Ltd For Using Bookmakers?!

Hi there, I've had a read of a few threads and I'm still rather confused (possibly from reading older ones and newer ones!)
I recently went into a bookmakers in Marton (Middlesbrough), and parked in a Civil Enforcement Ltd car park (which I was unaware of).
During my time in the bookmakers, unfortunately I had to wait around 45 mins for a bet to settle, so I had spent a while in there compared to usual. I have just recently received a notice from Civil Enforcement Ltd to tell me that I was parked 26 mins over the 2 hour time limit, and that I need to pay them either £60 now or £100 after 14 days.
I am aware of these companies being cowboys and trying to scam people, however I am still really unsure of what to do. I have been told by some people to ignore the letter, but it sounds as though this might not be the wisest idea.
I am going to the bookmakers to complain tonight, as it was out of my control why I had been so long parked - although I wasn't fully aware either that there was a 2 hour max parking time.
Any help would be massively appreciated!
(Sorry for posting but I've just been getting too confused with other threads etc).

Welcome to MSE Alex! We all know what it was like when we first joined a forum and got confused as to where to find relevant stuff!
Just read the sticky thread for newbies, near the top called 'newbies...have you got a private parking ticket? Read this now!' Should answer all your questions I hope, but do reply here if not and certainly come back at POPLA stage because CEL Notices and signage are changing a bit. Can you get a picture of the sign on site? Wording (exact) and position of signs - is there one at the entrance?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

From your opening thread, you are obviously a betting man. So here's your bet.
You can either pay the reduced sum, or bet against paying nothing (if you win) or twice the amount (if you lose). No each-way bet here.
However, you have engaged the A P McCoy's of the anti-PPC brigade as your jockeys by coming on here and our winning record is even better than his (in terms of starts won).
You won't get a better chance unless you are betting on a one-horse race at 100-1.
So, read c-m's link and then look at the other sticky POPLA decisions0 -
Hi there, sorry I'm still a bit confused! I've sent an email to the retailers/bookmakers of complaint - do I now need to open a case with POPLA? (I'm just awaiting a reply off the bookmakers).0

depends on the date of the "offence" and the date you got for the NTK as you have something like 28 days from the NTK date to appeal to the PPC
you need a popla code from the PPC in order to complain to popla0 -
Have you read through the thread suggested by Coupon-mad 'Newbies, have you got a private parking ticket? Read this now'? It will guide you through this.
But as well as complaining to the bookies you need to be appealing to CEL so you can get hold of a POPLA code. Do not sit on your hands awaiting the bookies reply and risk missing out on the opportunity to get your POPLA code.
So appeal time to CEL - the sticky thread referenced above will show you how to make this initial appeal. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Sorry for hounding, just starting to get worried! What do you mean by CEL?
Do I need to apply somewhere to get a POPLA code before making an appeal through POPLA?0 -
CEL = (obviously?!!) Civil Enforcement Limited.
Yes of course you do, you have to appeal to the PPC. You would even know that just by reading the fake PCN letter they sent you; it's on there. But surely you have read my thread by now about appealing this?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I did tell you this in post #5 (from the ppc from your soft appeal to them)
it was also reiterated in post #6 too
you really are not helping yourself by not researching your problem or not reading replies properly , nor reading your fake PCN either0 -
Right I think I understand properly now, I have read over the guides on the forum, however I just wanted clarification to make sure I was doing the right thing.
I will send an appeal letter out to Civil Enforcement Ltd today, and if I receive a POPLA code if it's been rejected I'll submit an appeal to POPLA.0 -
You've got it! And do show us your POPLA appeal draft if you want us to check it 'will' win!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
