CPN... dont know what to do!

Its my first time posting here so sorry if this has been mentioned before.

Back in May i received a PCN for parking my motorbike in a car park without a ticket, there were no motorbike bays, so i didn't see how i could get a ticket if i couldn't actually place a ticket on my bike without it blowing off,getting stolen..

So i appealed the ticket on the issuers website, that got rejected, i then appealed through POPLA and received a few letters about the evidence enclosed and about the case in August.

Heard nothing since then, then today i received a letter from I.C.C legal services, stating i had to pay £150 within 7 days or it will result in immediate issue of legal proceedings.


So now im not really sure what to do?

I understood if POPLA rejected my case i would have to pay £80, but i didnt receive anything from them, then to receive this letter which is almost double seems abit odd...


Any suggestions?

  • When you appealed to popla, n what basis did you do it. Did you do it on mitigation and "what happened" or did you follow the advice on here.

    Worth contacting popla to see what happened with your appeal but don't let these letters sorry you.

    Which ppc was it?

    Some parking companies have been known to "accidentally" start the debt collection process before POPLA have come to a decision.

    This is a bit naughty and (no laughing at the back) can result in BPA sanction points.

    Email POPLA and ask what happened, ONLY IF you are sure your case was argued well:

    How to win at POPLA (2013 information). POPLA decisions (do not start reading there at page 1 - read back from the most recent at the end, and learn!).

    But if you realise now after reading our guidance that you sent a weak appeal then seize the chance to add more evidence, a proper appeal this time and state to POPLA you assume the PPC hasn't sent any evidence as they have started harassing you with debt collectors (copy letter) And as you have realised that this behaviour is a breach of the BPA code of practice you wish to add this fact to the appeal AND you have researched the matter more and wish to add the following evidence & appeal points to be considered too:

    {PROPER POPLA APPEAL}! We can help if you got it wrong first time; you are lucky it's got lost in a black hole at the moment if you sent a weak appeal - did you?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Hollipop can you confirm the PPC and also the exact spelling of I..C.C legal services - i.e. does it have the full stops, is it a limited company and what the address is.
