As a parent of two young children, I would suggest pyjamas, books, and if you were happy to gift money it can be used for clothes in the sales, or as someone has mentioned, be put into a savings account.
I really appreciate Clarks vouchers too - for either child, not just the youngest as shoes are so expensive.
These children are too young to know they are not getting toys, and the parents will be happy not to have more toys to find a home for! :j0 -

I was going to suggest sleepsuits or pjs too. You find that they get worn out with crawling about so not great to hand down.0
