Parking Collection Services Ashton Under Lyne HELP

Hello,
I was wondering if anyone can advise me.
I have just received a letter dated 14 November from Parking Collection services in Ashton under Lyne for a ANPR dated back in May! surely this can't be legal its 6 months old.
I have had a look on the internet and would like to appeal rather than ignore the fine.
Please can anyone help advise me on what to put on my appeal letter.

They are just debt collectors, who was the parking company? Did this happen in England or Wales ? Have you moved recently?

They are saying that I was parked on land managed by their client ANPR PARKING SERVICES.0 -

Parking CSL are just another trading/brand name for Debt Recovery Plus.0 -

I would write to them stating the debt is denied, and to hand it back to the originator. Say that as no correspondence has been received from the parking company they are in breach of the Protection of Freedoms Act 2012, and therefore they can't use keeper liability, and must pursue the driver only.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Their is no client name on the letter.
I need to appeal against this in the next day or so, shall I just put what Storma advises or should I add anything to back it up?0 -
I am guessing they mean this to be a Notice to Keeper so I would respond with an appeal, so that they should then send you a POPLA code:
Dear PCS,
FORMAL APPEAL AGAINST YOUR NOTICE DATED XXXXXX REF XXXXXXXXX
I am the registered keeper of the car mentioned in the above notice and have no idea what your letter relates to, since there has never been a PCN served and I cannot even find your client's name on your letter.
I am assuming that your letter is intended to be a 'Notice to Keeper' (NTK) under POFA 2012 and as such it is not compliant in many ways, so as registered keeper I am not liable. Also the amount of the charge you mention is clearly not a genuine estimate of any loss that could have been caused to an unknown client of yours. I cannot and will not identify the driver from a random day in May but would remind you that section 22.14 of the BPA Code of Practice points out that 'keepers and drivers' can appeal to POPLA.
So, as I am the registered keeper and am sending you this formal appeal saying that:
- I am not liable as you have failed to serve a compliant NTK, and
- the amount exceeds the appropriate amount as it relates to no loss
your options now are to:
- cancel this fake PCN, or
- send me a POPLA code with a rejection letter.
Any other response, especially if you pretend I have to name the driver, will be reported to Steve Clark of the BPA Ltd., who I expect should be very interested to see your letter which does not even identify the creditor (your client I presume?) and was sent so ridiculously late that one would be forgiven for thinking that PCS have never even read Schedule 4 of POFA2012.
If you persist with this rubbish without following the correct procedure, I will also report you for breach of the CSA Code of Practice and I do realise that the company behind your letter is Debt Recovery Plus who purport to be a CSA member, at least at present. I will be happy to submit an official complaint to the CSA.
POPLA code or cancellation required within 35 days.
