Got a £60 parking charge notice from TPS. What do I say in my appeal?

Was in staff car park at work. For which I pay £15 a month for a permit. Couldn't find a normal space so parked in one of the 1hr slots as was going for a meeting only. Meeting overran and I've got a ticket.
The staff car park has no barrier on it and is frequently full of visitors.
When the new parking permit/payment system was introduced loads of people got tickets for parking in unmarked bays where they'd parked for years. The estates dept sent an email round (I still have a copy) saying that if you couldn't park in a proper space as long as you parked sensibly and didnt block access then discretion would be used regarding tickets.
So I want to appeal due to the fact I pay £15 a month to park. They're not providing a service that I pay for. They haven't barriered the car park to prevent others parking in it. The exec board actually allow VIP visitors to park in the staff carpark and reserve them spaces and give them special permits to park in the staff carpark. Even though there's an empty visitor carpark ten steps away.

Is this a shared parking area with other companies? I am trying to ascertain who hired the PPC - your company itself or a landowner.
Also what signage and booklets/info were you given when you paid your £15 per month.
You need do nothing under normal circumstances until you get the NtK but it is always tricky when an employer is involved.

It is the notice to keeper I got through the post today.
Its a hospital staff car park. So just for hospital staff.
No booklets were given but I had to sign a piece of paper saying I agreed to pay any fines incurred, etc. we did try to refuse to sign but weren't allowed permits unless we signed. I don't have a copy of what I signed.
We weren't really told anything by our employer apart from the email I mentioned previously saying that discretion would be used if we were parked on one of the "unofficial" spaces.
I was in an official space but one that had been turned into an hour slot.
There's loads of signs around the car park saying TPS operates, you must display a permit, you must be in the lines, etc.
The space with a one hour slot I parked in the only reference to it been an hour slot is wording painted on the Tarmac along the long length of the space. So at a right angle to you as you pull into the space. So it is hard to notice it!0 -

Same as the pics in post #13 saying 'notice of breach'? Or different?
If not then does the letter suggest there was such a ticket and it hasn't been paid? Can you study the Notice to Keeper front & back and compare it to the POFA 2012 link in the thread already linked by Guy's Dad.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There was a windscreen ticket. But I didn't look at it or even open it and binned it.
I've looked at the pofa link, paragraph 8 and one thing stands out.
They say the payment of £60 is required within 14 days from the date of this notice.
The link above suggests it should be 28 days.
The letter to me says;
Charge notice.
Then has details of my car, ref number, etc.
REMINDER
Having checked the vehicle details with the dvla we are writing because you either were the registered keeper at the time of parking, or the registered keeper has named you as the driver at the date and time when a parking charge notice was issued onto the vehicle after breaching the following parking terms and conditions;
Then states where it was, date and times and that car exceeded the max time.
In accordance with the terms and conditions clearly displayed and agreed to when your vehicle was parked on our clients private property the payment of £60 is required within 14 days of the date of this notice. If you were not the driver , pleae forwards the drivers name and address to the correspondence address on the reserve within 14 days.
The discount period has now expired therefore the full parking charge notice of £60 is due.
Then there's a paragraph telling me the law changed in oct 2012 and there have been changes which I can read about at legislation.gov.0 -
Do an appeal as the registered keeper
Dear ticketers
I am the registered keeper of (reg ) and am in receipt of your notice to keeper invoice xxxxx dated xxxxxx, all liability to your company is denied, and we wish to invoke your appeals process.
There is no loss to you or the landowner as a permit is paid for, so this charge is not a genuine pre-estimate of loss. You do not have the authority to issue invoices , if you believe you have supply a full un-redacted copy of the contract you have.
Your notice to keeper does not identify the creditor. And your signage does not comply with the bpa code of practice. If you reject this appeal please forward a popla verification code to appeal to them.
As you know all appeals to popla are upheld on the above grounds, so you are invited to cancel this ticket at this stage.
