Smart Parking - Notice to Owner

OK, I have received a Notice to Owner letter from Smart Parking Ltd regarding a ticket my wife was given at Asda in Harlow for 'obstructing a walkway'.
(She was not blocking the walkway and there was still plenty of room for anyone in a wheelchair or pushchair to get past - seven cars in a row were parked in exactly the same way as the car park was ridiculously busy and my wife would not have been able to get our pushchair out of the boot without pulling forward as much as she did. All seven cars were ticketed, making me think this was just an easy multi-scam for Smart Parking).
Aaaaanyway, the NTO letter seems to conform to most of the criteria in the link to the law re parking on private land - except perhaps it says we have 14 days to pay rather than 28?
Is that grounds for appeal?
Should I appeal to them anyway?
All advice welcome.

(Oh and I tried to complain to the Asda store manager but he and other staff members insisted that it was none of their responsibility and that Smart Parking run it on behalf of the council. I'm right to call BS on that, right?)

    Have a quick search through this sub-forum to find out what to do (I'll give you a hint - it involves filing that letter in an appropriate filing cabinet, or wiping your backside on it).

    Appeal if you wish to, but get advice from here or Pepipoo on how to word it correctly so it ends up costing the scammer PPC money!

    Yes, you're right to call BS on the car-park ownership - I think it's been adequately demonstrated that Asda talk out of their backsides when talking about THEIR car-parks.

    If so then it's different than the Smart Parking one (like you, following an ignored windscreen ticket) that I had the other week which didn't have the contravention on it!

    Just send any old appeal - or a stronger one as per the newbies...read this now!' sticky thread. I put links to example appeal wording on there which you may have seen already.

    I'd suggest searching the Harlow Council website planning applications to see if Asda have ever applied for planning permission including the car park. That would show if they owned the car park ( and they have been known to lie .... almost always ! ). Unfortunately, it seems to be having problems - that's what happens when you employ Capita ( the owners of that notorious PPC Parking Eye, to run your services ! ).
