Children always find some challenge or another. Looking at the one springdreams linked I don't think that one shoots the sweets. I know exactly where she has saw it if she watches Christmas films. It's the same scene as described by Vikki_Louise, and it;s from Miracle on 34th Street - the newer version with young Maria Wilson in it.

As soon as I red this I thought it must be a Pez dispenser, I have seen these in Iceland before and they are only £1 and do lots of different characters, even if it is't this they are a much safer bet and children love them :-)
